Roger Manalo, Executive Secretary of the CBCP’s Episcopal Commission for Migrants and Itinerant People (ECMI), convened a strategic meeting with representatives of Missio Amare MIGRANTI – Bro. Tony and Bhel Obien, along with Bro. Frankie Naranjilla, to address urgent concerns affecting Filipino migrant workers. The dialogue also tackled broader national issues, including government corruption, and laid the groundwork for a forthcoming Memorandum of Agreement (MOA) with Tekton Social Development Association, Inc. (TSDAI). Fr. Roger opened the meeting with a candid reflection on the current political climate. He expressed concern that many corrupt officials had secured electoral victories, largely due to votes cast by Overseas Filipino Workers (OFWs). He urged the community to respond proactively by developing educational initiatives for OFWs, especially during their visits home. Recognizing the potential of St. Thomas More and Associates (STMA) to contribute to governance reform, the Missio Amare team introduced their rebranding efforts transforming CGC Migrant Program into Migranti.

The conversation then turned to the plight of Filipino seafarers. Fr. Roger highlighted disturbing practices in the maritime sector, where many workers are denied re employment after their contracts end. Under the guise of “training,” some are forced to pay fees and endure exploitative conditions, serving as cleaners aboard ships without proper compensation or protection. Both parties condemned this as a form of modern slavery and expressed hope that legislators would take decisive action to criminalize such abuses.

Fr. Roger also emphasized the importance of coordination and protocol. He reminded the group that ECMI must be informed before any direct engagement with dioceses regarding migrant-related activities, ensuring alignment and support across ecclesial structures. The meeting concluded with a shared commitment to formalize the partnership. Both sides agreed to sign the MOA between CBCP-ECMI and TSDAI this December, following the installation of Bishop Soc Mesiona to sign the MOA as the new Head of ECMI.
